By reading the article about the Critics strongly 's Prime Minister Hun Sen on civil society groups who requested consultation on the approval of the draft , I think that minister should not be denied on the proposal because consultation is very good to avoid problems occurring cause obstruction to the developing country . It’s a good thing, if the civil society groups to participate in this consultation draft before approval as it provides an easy way for people to understand the law. It must be declared to the public before putting the law into their implementation and make it easy to understand regulations because Cambodia is the developing country, so knowledge of the people at the level of issuing a law is still weak. They must be understood about the significance of the implementation of law. It would not be better if the legislation enacted to everybody respect, but no one follow. Conversely, the government would try to find other ways to threaten people to respect and it will make the whole nation everyday living without peace.

After reading the speech of the Prime Minister Hun Sen at the National Institute of Education in Phnom Penh about Judicial draft laws, I found that there are some unsatisfied points which come from the civil society organizations. They want the government to verify with the laws on which he is going to make a decision whether these three new laws are discussed or agreed from the civil society or not. The lack of transparency around the laws is one thing that the civil society organization look forward to see. Personally, the government should not criticize the civil society groups because in order to create one law, it should be discussed like this in order to make it more properly and effective. In fact, I totally agree with Mr. NY Chakrya who is head of Adhoc’s human rights and legal aid section for what he has mentioned, the law should be decided with universal input. Moreover, we do like this in the democratic country in order to make sure that those laws are come from people’s approval or civil society group. In finally, I strongly hope that the ruling party will open mind to get and to accept what the civil society is doing.

According to the news announced on Tuesday, 29 April 2014 in Phnom Penh that said about NGO input not needed: PM, I agree with Ny Chakrya, head of ADhoc’s human rights and legal aid section in the point that he maintained that such important laws should be decided with universal input, and not by any one party because I think that it is a good point and we can make a good decision before the law is approved to use in the country. If the law is approved from only the few people, it is will be not good because many people will disagree for what they don’t like and they will say that it is unfair to somebody who has the idea but cannot speak it out about law.<br /> <br /> One more thing, I agree as well with Chakrya said “When we make a law in a democratic country, we must discuss it together so that this law can be used properly”. I think it is really a good point to do in our country because our country is a democratic country so the law should be agreed from minister, parliament, lawmaker and all the members in draft law.<br /> <br /> On the other hand, for the prime minister HUN Sen should not criticize civil society organizations’ insistence because I don’t think that what they say is wrong about the request setting the law. It should be discuss from many people is not make it just for any party and It should be make it in the justice. The civil society group is also have right to speak what they see it the society. And I don’t think that their request input is bad or will have a fundamental impact on the structure and functioning of Cambodia’s courts if we follow their request because our country is a democratic country.<br /> <br /> To conclude, I think that to develop country should set the law that many people agree to follow and before set should think and discuss it well and make it in justice.

My personal opinion<br /> <br /> All the countries in the world, drafting law or making law have many steps to do before publish. After I read the article, I think, law in Cambodia is made or proposed in the parliament by the power of legislature without the present of civil society groups, the opposition party. Otherwise, when we want to make a new law we should accept the other ideas. If we have many ideas is better than one idea. After that, we can make the decision which ideas are good and which have many advantages to develop our country and can help the people. Moreover, law that we create by one party is not constitutional and it has not effectiveness for apply to all the parts around the country. In addition, before we make law, we should announce law to all the parts of people like civil society, opposition party…etc. We should open heart to accept the outside reaction to analyze or to think about which is good, which is bad because no one is perfect. On the other hand, when we make a law in a democratic country, we must discuss it together so that this law can be used properly. In conclusion, discussing is the good way to make law in democratic country.

For me I’m totally disagree with what he said. As we know the law are made for everybody to follow,practice and to manage the country with the suitable decision. Cambodia is the democratic country so everything can work properly, it depends on the universal agreement as another country with the same system. But Cambodia is being directed in wrong way. The draft laws unnecessary and unconstitutional were recently approved by a group of the people who stay in the high position without any discussion. As the result of this, does the population agree? However, that drafts were being denied by civil society and some NGO but it was approve by the judicial. It’s showed that Cambodia lack of transparency around the laws and democracy regime in Cambodia is just only the mask for showing to world. Anyway all the important laws should be decided with universal. If the government keep continue the characteristic non education like that it can make the big undermine of the country and violent will absolutely happen. In brief, according to the report what was public it can express to the social that unstable, corrupt, the lack of transparency laws in the narrow of government, unfaithfulness and non-cooperation between staff and the civil society. Finally government should define the best way the direct the country with democracy and respectful the human right before it has gone.
